WH Chief of Staff Andrew Card Pushed Out of Job

The "official" press release reads: 

White House chief of staff Andy Card has resigned and will be replaced by budget director Josh Bolten, President Bush announced today. "He is leaving the White House, but will always be my friend," Bush said of Card. The move comes amid a sharp decline in Bush's approval ratings.

However, with negative job approval numbers rivaling Richard Nixon's in the months before he resigned the presidency, From The Left wonders if Card wasn't pushed out of the job by Bush #41?
